That's LA man! People don't know how to signal or when to switch on/off head lights, or even freaking high beams...

So don't expect them to know how to drive in the rain...

In European countries headlights must be on:
- if it rains or snows
- 30 minutes before sunset and 30 minutes after sunrise
- in tunnels.

Headlights should always be on:
- on motorcycles
- on trucks and lorries
- public transport such as busses and trolleys

In some European countries the headlights should be on all the time. There is little doubt that it makes the drive safer, but there's also a conspiracy theory that these rules are sponsored by oil companies as driving with headlights increases fuel consumption by up to 11%.
